There already exists in the US something exactly as you're describing. Every dose of vaccine has I think a 75 cent fee that goes to setting up the Vaccine Injury Compensation Program. There are several known, very serious, very rare side effects of vaccination. If one of those happens to your child, you can make a claim, which is evaluated by a special group of judges and if it's deemed valid then you get financial compensation.
